If you're thinking of the song of the month competition, finished songs are posted on the "Finished Songs" board and, if you have 100 or more posts total so far, your song is automatically entered in Song of the Month. Songs can be posted in "Finished Songs" once every 14 days, so it's possible to have two songs entered for the same month--once you have reached the threshold of 100 posts.
An easy way to boost your post count is to review songs by other members. We all like getting reviews, and you can get as detailed, or not, as suits you. That will probably depend on the song you're reviewing and how it strikes you.
If you're thinking of the periodic theme challenges, when they pop up, I think the rules are generally hashed out at the time.
