When I asked questions like that, the answers (as I recall) were:
One person accepts the duty of nominating the top 5 of the month and posting them with their links, so we can all listen to them.
That person chooses the songs from all the songs posted in "Finished Songs" during the month, so all you need to do to be considered for the April SOTM is post at least one song in "Finished Songs" before April is over. Since you've posted a message in this thread, you should get a notice when April's top 5 are posted.

If you follow that link, you'll find the top 5 for March, so you can listen to them, choose your three favorites, rank them in order of greatness, in your opinion, and PM your vote to Neil C, who is the March SOTM host.
