Does your friend want completed songs or is she happy to collaborate and turn lyrics into songs? I have been writing lyrics for a while and asking other people to provide the music. The main site I've been using is kompoz.com. I would be delighted if she wanted to sing one of mine, but it wouldn't be unique to her if there's already at least one performance of it out there.
I write mainly 'contemporary folk' or country songs. I'll give a couple of examples. Here is one that's complete:
