As for how we came to be on the radio, it's a piece of cake: just upload your music to BBC Introducing here https://www.bbc.co.uk/music/introducing/uploaderYou'll need to register for an account if you haven't already, then upload some tracks. You can only have 3 unlistened tracks on your profile at any given time. And it can take a long time for them to be heard as they have such a volume of uploads to get through. I uploaded straitjacket 7 months ago - had totally given up hope of getting airplay, so it was a very pleasant surprise.
Do you have to be a British artist, or can you be... let's say... a Yank?

Actually I do think you have to be living in the UK to meet the criteria - the introducing shows are produced regionally, so you can only get played on your local show. If you don't live in the UK, you won't have a local show (as far as I know)
